Two different places a customer can find you
Your website is where you explain services, show real work and give customers a direct way to contact you. Website SEO helps search engines find the right pages and helps people understand the answer once they land. A Google Business Profile is a listing for an eligible business; its details, hours, photos and links need to be accurate.

How to decide what comes first
Open the search result a customer is likely to see. If the listing is inaccurate, fix that. If the listing is fine but the website has no clear page for the service, work on the site. If both are weak, choose the change that removes the most immediate customer confusion and then check the other.
